EU Scrap Low-Value Parcel Tax Exemption Starting July 1

July 6, 2026 - China Federation of Logistics & Purchasing released June 2026 logistics industry prosperity index data today, showing the index hit 50.6%, rising 0.3% month-on-month, marking continuous expansion of the whole logistics market.

Sub-index data reflects obvious recovery of cross-border logistics business. The international logistics operation sub-index rose to 51.2, the highest value in the past three months. Ocean freight, air cargo and China-Europe railway freight all achieved positive volume growth. Driven by overseas inventory replenishment demand, shipments of mechanical equipment, electronic products and daily consumer goods to Europe, Southeast Asia and the Middle East increased significantly month-on-month.

Analysts pointed out two core factors supporting the rebound of international logistics volume. First, overseas merchants advance stocking ahead of the fourth-quarter holiday sales season, pushing up long-term bulk export orders. Second, enterprises gradually adjust supply chain layouts to adapt to the EU's new parcel tax policy launched on July 1, shifting small-batch direct mail to large-volume sea and air bulk stocking, which greatly lifted the overall cargo volume of international forwarders.

Port operation data also verified the market recovery. Major coastal ports including Shanghai, Ningbo, Shenzhen recorded year-on-year growth in foreign trade container throughput in late June. Shipping lines have moderately increased sailing frequencies for Europe, Southeast Asia and Middle East routes to cope with rising cargo demand. Industry insiders remind exporters to lock cabin spaces in advance for the upcoming peak season to avoid freight surcharges and schedule delays.

Looking ahead to July and August, the logistics federation predicts the international logistics boom will remain stable. Although short-term fluctuations in freight rates on individual routes may exist, overall export demand will maintain strong momentum, and integrated logistics service providers with multi-modal transport capacity will gain more market advantages.
