IMO Officially Adopts The World’s First MASS Code For Autonomous Ships

In early June 2026, the International Maritime Organization (IMO) officially adopted and implemented the world's first comprehensive safety framework for maritime autonomous surface ships (MASS Code), marking a historic milestone for the global shipping industry. For the first time, the international maritime community has formed unified global standards for the commercial operation of autonomous, unmanned, and remotely controlled merchant vessels, filling the long-term regulatory gap in intelligent shipping.
The newly released MASS Code sets complete and standardized operational specifications for intelligent ships engaged in international routes. It clearly defines the professional responsibilities, operational norms and supervisory scope of Remote Operation Centers (ROC), ensuring that shore-based remote control operations are conducted under standardized, traceable and safe management. Even with remote and autonomous navigation technology applied, the regulation clearly stipulates that the ship master still holds the ultimate legal responsibility for vessel navigation, cargo safety and maritime emergency disposal, maintaining the bottom-line safety principle of global maritime transportation.
Different from rigid one-size-fits-all industrial rules, the IMO adopts a scientific phased promotion strategy for autonomous shipping technology. The new regulations allow shipping companies and ship operators to gradually introduce autonomous navigation functions according to ship conditions, route environments and operational capabilities, effectively balancing technological innovation, maritime navigation safety and marine environmental protection. This flexible policy provides a stable and predictable development environment for the large-scale commercialization of unmanned ships.
The landing of the MASS Code will profoundly reshape the pattern of global sea logistics. In the next 5 to 10 years, remote control and fully autonomous navigation technologies will be rapidly popularized on mainstream ocean trunk routes and regional feeder routes.
